    Both...it all depends on how the scope's lens system was designed, and where the reticle is in relation in the lens system. Most of them move the reticle on the opposite direction you wish the point of impact to go.

    Next time you are at the range try bore-sighting your firearm. For example: If the Line-of-the-Bore (LB) is centered on the bulls eye and the reticle cross is high and right (about 1:30), you move the elevation knob up and the windage knob right; and if you hold the rifle LB steady, what you see through the scope is the reticle cross moving to the bulls eye.
