Does the windage knob move the bullet impact point the same way the reticle moves or the opposite way?

Both...it all depends on how the scope's lens system was designed, and where the reticle is in relation in the lens system. Most of them move the reticle on the opposite direction you wish the point of impact to go. 0 -
Next time you are at the range try bore-sighting your firearm.
