I would get a used Israeli High Powder.

The Hungarian Fegyver company, has been out of business for over 10 years now. They are the ones, who made the various H-P knock offs. And the parts for the Kareen's, that were assembled in Israel.

I haven't seen any of the Bulgarian Arcus for sale in years. Don't know if they are still being imported.

Since all the various Hungarian and Bulgarian H-P's you could buy are used guns. I would go for a authentic Belgian made H-P.

    EDIT #1,

New Arcus's are being imported and sold at very attractive prices, by Southern Ohio Guns.

Search the auction side for an FN Hi-Power rather than a Browning Hi-Power. Same pistol, just not marked Browning. The FN marked Hi-Powers are usually priced less than their Browning marked counterparts.

Be careful with the Israeli imports, some have been rode hard and put away wet.

The Charles Daly clones were OK, if you can find one for under $400 buy it.

The Charles Daly's were made of mostly Hungarian (Fegyver) parts. That were assembled in the U.S. by Magnum Research. They also have been off the market for at least 8 years. As their parent KBI company, from Harrisburg PA. Went out of business in 2006/07?

I have an FM(M as in Mike) made Hi-Power clone that, according to the guys at Cylinder and Slide is better quality than some that say "Browning" on the side.
AIM Surplus has some decent looking Israeli Hi-Powers for sale. Have you looked at those?

Defiantly the Argentinian pistols produced by FM. These are fully licensed copies and are not reverse engineered clones:

As far as the clones go, I also have a fondness for the Bulgarian Arcus:
