President Obama has just signed a new executive order that will essentially put a majority of small gunsmiths and niche gun parts makers out of business. Essentially, the new regulations mean that small gunsmiths who fabricate or modify parts of any kind could be labeled as manufacturers under current ITAR regulations.

  The EO only changes rules for those FFLs and Gunsmiths that make Defense articles. If you don't work under contract or subcontract for the DOD, it does not apply to you.

  Some time ago I was informed a manufacturers' licence was required for producing anything other than grips.
  modifying parts required a gunsmith licence.
  Someone got in a bunch of trouble making moulds.
  Tell me some or all is untrue.
