Webley Mark IV 38 barrel bulge
I noticed while cleaning that inside of barrel closer to the drum there are three small budges. Purchased gun in local shop and they certified it as safe . Had some problems with trigger and same shop just fixed problem without pointing on any issues. There is noting visible on the outside of the barrel and gun looks like new with no signs of rust with perfect finish. Just fired some 15 rounds and everything went well. Is that barrel about to fail or it is just rust? How to check if barrel is safe to fire?

Can you take it to a different real gunsmith for an examination? Personally I wouldn't waste any money or time on that ugly pistol when there are nice pistols around for very reasonable prices. I have never seen one with a perfect finish, even new un-issued ones are best describe as crude. S&W are my favorites but there are others.
Bulges happen when the barrel is obstructed and a round is fired, and can be detected on the outside. Rings are often left over tool marks from rough machining that occurs during war time production.
With proper ammo it might shoot ok, if it's been converted to 38 Special instead of the 38/200, then good shooting is doubtful.

Hello when you say barrel has a bulge we need to be sure what you are talking about a revolver has a cylinder not anything I WOULD CALL A DRUM THEN YOU ASK IS BARREL SAFE OR IS IT JUST RUST [?][?][?]a bulge is a section that would have a larger bore normally caused by a bullet lodged in the barrel and then another shot being taken causeing High pressure swelling the barrel my suggestion is taking a cleaning rod with a tight patch and go from one end to the other if one area lets the patch move in one area with not much drag while another section of the barrel is loose on the patch then I for one would take pistol to a gun smith as I would not trust the barrel to stay in one piece 0 -
I wouldn't worry about it. As long as your firing factory 38 S & W ammo, rather than handloads.
Just shot some recently, in a unconverted Victory Model. Still in 38 S & W. Made for the limees, by S & W during W W II.
The modern made 38 S & W ammo, is so lawyer proof and underloaded. That accuracy is virtually nonexistent. Keyholing is very common.
Had to put together some descent handloads. To get any accuracy, and have the bullets impact at point of aim. Using the original sights on the Smith.0
