  Nearly all states allow open carry, although some require permits to do so. Only 5 states (California, Florida, Illinois, New York and South Carolina) and the District of Columbia prohibit it entirely.

  Oklahoma has open carry. I do not believe it's restricted to Oklahoma residents. I've OC'd there more than a few times with no problems.
