Sounds like the metal mount to a Hubo. (A pic would confirm it for me.) We mount them on Semi-truck trailer wheels every day. It record's mileage/kilometers.
Someone may not have secured it to the mount adequately, and it spun off? Hence the necessity of proper torque wrenching. [:0][B)][:D][}:)]0 -

Maybe what's seen in winter on some trailers in Canada, which is a bracket extending just beyond the side of the tire so the driver can see in his mirrors when starting out if the trailer wheels are rotating, or if the brakes have frozen on while parked. 0 -

Joe, have you ever seen a trailer tire with a white or orange stripe painted on the side wall from the rim to the tread?
Truck driving down the road in winter heats the tires up. Pull into an ice covered parking lot, park, and climb in the sleeper. Next morning your tires are froze to the ground. You take off, and rip off a retread cap.
Park and set a bit, and roll the truck forward and back watching that stripe to see how far you moved, until the tires cool. Guessing what you saw serves the same purpose, just costs more than a rattle can of paint.[:)]0 -
