Oregon incarcerates juveniles at a higher rate than almost every other state in the country, according to a report from the Oregon Council on Civil Rights. This practice is expensive: It can cost $95,995 per year to imprison a juvenile, the report found. The high rate of imprisoned minors is due to Ballot Measure 11, which passed in 1994 and mandates that all juveniles ages 15 and older be tried for certain felonies as adults.

    What's going on there? Does Oregon have more degenerates or do these lockups have tofu, sushi bars and comfort sheep?

    I knew Mississippi wouldn't make the list, we don't have a billion to begin with, we're proud to have concrete and razor wire.[:o)]

    Sheriff Joe was onto something: Dress them in pink, feed them balogna sandwiches, and put them to work learning a skill or just making some money for when they?re released. Get the cost down and make it suck to be there.

    Anytime I see stats like this, I have to wonder if there is an agenda by either the media or state DOC.

    It reminds me of a state youth prison that was closed near me. While 'unofficially' in the process of closing it, most of the inmates are transferred to other facilities. Capacity was about 150 and it gets down to about 30, with no staffing changes. Of course that is the point that the Governor does the 'study' to figure cost per inmate per year.

    Naturally, the cost is super high and makes closing the facility look like a must do.

    No one even asks 'What is cost per inmate if facility is full?. Didn't fit the narrative.

    Dress them in Pink. Feed them "green" bologna sandwiches. House them in tents. No AC, no Cable TV, etc. etc.

    "They are going to learn, they do not want to come back here," THAT is the right/correct approach. F'them Law breaking Sons of Beotches.

    We had a Sheriff here long ago around 1985. That actually wanted to start a tent jail. When the railroad was built here they had a camp out by me for the workers the ground was leveled so would make a great starting place. It was just far enough out that if somebody was to escape it would be really hard for them to make it to civilization without supplies. With the Willamette river as one boundary to the easy way out this was a great spot.

    But the folks thought this would be to hard on the prisoners. So it never did amount to anything. We did have BootCamp for Kids start up but that too was too hard.

    I always thought of prison as a deterrent to crime. Something so bad you went straight just so you would not be sent back. The Asians have the right Idea.
