The regulation was changed after 11 September 2001. I don?t know what the Army did or when. I agree with Great Guns. I don?t like it but if I ever put on another uniform I?ll follow Uniform Regulations and the Flag Code.
There was an avalanche of complaints from CIVLANTFLT & CIVPACFLT that the flag appeared to be in retreat when worn on the right sleeve.0 -

...only if the field of blue is to the rear.
Think about it. The blue is always facing into the wind....or direction of march....or sail in your case.
Either way...it is forward where it belongs.
