Voltage in both wires ???

Changing a light fixture....I touched the neutral wire and felt a tingle.....Why would this happpen......Both wires light my test light a little.....Real dim on the neutral wire...Normal on the positive wire....How can this happen ???

  I am not a electrician but sounds like your back feeding from some where in the loop maybe a out let wired backwards or another light switch . you need to find it not a good thing to have .

  If the circuit has anything else plugged in, or turned on, in the same circuit, the neutral will have 110+/- volts on it.
  
  Just a tingle? Back feed.

  AC = alternating current which means during the alternations the neutral line carries the current so if something else is on the circuit in use the neutral line is alternating as designed.
