IBR- Incident Based Report, for UCR- Uniform Crime Reporting standards (FBI statistics) there is a section that one has to complete on bias motivated crimes. Many states have added penalty enhancements for bias motivated crimes, the attacker was motivated by the victim's race, ethnicity, religion, or sexual orientation. It is more segmenting of society by the left. Some are more equal than others. 0 -

Must be another phase of "hate crime" ,identifiable by race bias . Sometimes referred to as a "Race Crime". This was promoted by Bill Clinton with those immortal words "it depends on what the meaning of is , is " . If you can't dazzle them with brilliance than baffle them with BS also fits the titles of criminal behavior .
Now for the ramble and somewhat irrelevant babble :
The old phrase " Keep it simple - stupid" apparently has no effect on those that use that stupid to complicate legal matters. In law there is no right or wrong, there is only rich and poor . You get the justice you can afford, and mainly get the justice that puts the most money in a lawyers pocket. There are different paths but all lead to lawyer wealth. (celebrity status and political influence have distinctive value)
Certain crimes such as murder are cash cows to lawyers as the appeals can warranty a steady long term income.0 -

IMHO, laws protecting certain groups have always been there. Assault and murder have always been crimes.
Hate Crime laws = Identity politics.
