    A University is approved to offer graduate level education, Masters, PHD, etc.

    A college is associates or bachelors.

    You might attend the college of engineering while a student of a university, until you have completed the lower level requirements.

    Warbirds nailed it. The name "University" comes from the Latin universitas magistrorum et scholarium, which roughly means "community of teachers and scholars". Oxford University consists of 43 different colleges.

    The names get blurred a bit in common usage. The "college" of William & Mary is actually the University of William & Mary. The US Army War College grants a Master's in Strategic Studies.

    Some states have laws on what an educational place can be called, sometimes based on what degrees they offer.

    Here in Florida, if it is a "community college" they cannot offer any kind of 4 year degree. And most of them here in Florida now offer 4 year degrees of some type, typically "Batchelors of Applied Science" - thing pure tech/geek stuff, nursing, and business management or IT management or construction management or ....

    Traditionally, a college was a guild of teachers and students with special legal standing, which taught the trivium, or three basic subjects that could lead to an undergraduate degree. A university was a collection of colleges that provided instruction in the quadrivium, leading to a graduate or post graduate degree.

    There were multiple variations over the centuries in different countries, names of institutions were altered or kept according to preference, and the modern system in this country is a hybrid.

    A college, within a university, specializes in a particular curriculum, such as the College of Medicine, College of Engineering, College of Arts and Sciences, etc. Each college has a dean, and then there is usually a President of the university.

    And then there is often a University College......
