This guy is just making up his own laws and telling his 800 prosecutors to go easy on the bad guys, and the prosecutors are seeking an injunction to stop his foolishness.

So, no matter how bad the bad guy is, the judge and jury can't know he has a rap sheet 2 miles long, or since it is CA, that would be 3.218688 kilometers.
