Neither one of them are in their new jobs and are yet to do anything. But there they both are, on that cover. Doctors, nurses, and others have been knocking themselves out for three quarters of a year now but so what! Being on the cover of that magazine no longer means a stinking thing!

The most important thing in the eyes of Time Magazine this year was the ouster of DJ Trump.
Biden and Harris are the figureheads for that ouster, though neither of them really had much to do with it.
For the cover to be accurate, Time would have had to put mainstream media, including itself on the cover.
