Depends on the state. You still fill out 4473 but there is a section to mark no NICS check needed because of license to purchase or carry and enter info from license.

Iowa honors permit to purchase or carry in lieu of NICS check

The ATF looks at the regulations for obtaining a CCW and decides if a valid concealed carry permit exempts someone from having to go through the background check when purchasing a firearm. I believe that 28 states have these exemptions. In other cases the buyer will still go through the background check, but any state mandated waiting period is waived.

It all depends on where you live.

As a side note, in Iowa, I walked away from a purchase at Mills Fleet Farm in Mason City. I have a CCL, and they said it was company policy to call it in to nics, anyway.

In Oregone they still require a background check by the state police, not the FBI, CCW permit or not.

Indiana was good with just a carry permit until 10 or so years ago. At least we have person to person intrastate purchases, at least until after Jan 20.

MIchigan used to allow a Concealed holder to buy with out a check and send in paperwork w/in 10 days to local law enforcement. Then came 2020 and legalized recreational marijuana. So Gretchen’s state which was all for legalizing pot was then against being able to purchase without the background check because we may be pot heads.

Rotten buggers legalize one thing and then use it to make things more inconvenient for the rest of us. Rat bastages!

BTW that rant doesn’t make me feel better!

Not NM, still fill out the 4473, and ponder whether Gender Binary, or confused.

Here in Ohio we have to jump through all the hoops. The comment that I usually get is, "That's one of the fastest approvals I ever had".

Even commie CT isn't too bad with a permit, without, forget it. They call it in for an ok and out the door in minutes

My daughter lives in Vermont. She just bought a Ruger LCP. A background check, and she bought it on her drivers license.

Many chain stores still do a NICS check as it is company policy. Not just a Fleet farm thing. When I had my FFL and carry permit I had one store still do a NICS. They have the right, doesn't bother me.

Was in my LGS, found a nice 1940s revolver. Shop manager did our usual arm wrestle over price, he wrote up the sales ticket "O3 FFL on file". No 4473, no background check. Paid him, shook hands, customer waiting on his background check was real confused. "How can he DO that?

    😊
