A little help with a Winchester 94 date please

S/N 2814831 so 1965 is what I see. But, the butt plate is checkered steel. The barrel is marked: -Winchester Proof Steel-. I thought this went away in 1964?? The receiver screw locations show this to be a post 64 gun. My guess is some 1965 guns were using left over parts??

  Using up obsolete, but perfectly good, parts was a strongly ingrained tradition in Winchester from the earliest days forward.
