22lr ammo ID???

I have come into a quantity of 22 lr ammo..Bulk stuff..only ID is a head stamp of an upper case "F"...  any ideas as to mfg.???

  Looks just like the Federal bulk pack HP I'm using. Bullets turn black like that , too.
