    Not law man. No department would let an officer or deputy walk around like that. My guess is it's a staged photo op.

    On a more serious note, what kind of a message does this send to the general public about law enforcement?  Not a good one, I can tell you that!  I probably would have commented that he was missing his mini-gun and a couple of Rambo bandoleers of ammo.  That's just ridiculous!  I mean, where's his knee pads and full tactical body armor??  Oh yeah, he probably left those in his MRAP parked outside at the curb in the Fire Zone.  This guy is a walking lawsuit for excessive force against his municipality...and he wouldn't even have to do anything other than just show up!!

    Where is anything identifying this guy as law enforcement in the picture, I must be missing it.

     I agree with earlier post .by  Ricci
     "staged" maybe as a dare or a hold my beer and watch this ?or like some hoping for a LEO reaction asking WTH buddy like the ones where people carry a AR down a busy street  hoping for interaction to film it 
        regardless  of why biggest guess just  to get internet attention ( well I guess he did  get that )
