12v cb wiring???

Buddy gave me a cb that I wanted to put in my pickup. Looking thru the owners manual, it has a red wire, with an in line fuse, that should be connected to an accessory 12v fuse, and an orange wire, with an in line fuse, that should be connected to a constant 12v source, and the black ground wire. Why does it have 2 different wires for power? I could see that it could be controlled by the key on/off if connected to the correct fuse, but that seems to be negated by the constant orange wire connection. All the other radios that I've had only had a power and ground wire..

  I believe that the orange wire is for operating power when the ignition switch is turned to "run", & the red provides power for the dial light.
