Can ammo be shipped to NY State from out of state?
Reading what I can on the internet. It's hard to decipher, what with Cuomo's SAFE ACT, etc... Can someone point me to something that says for instance, that someone in Buffalo can purchase ammo online from out of state and it be sent directly to their home? I've seen statements about having to meet in person to transfer it after purchasing online. Very confusing. Thanks!

Ammunition cannot be shipped to New York City, Buffalo, or Rochester. Ammunition can be to shipped to the rest of New York State, but must ship through an Federal Firearms Licensee or what the state calls a "Registered Seller of Ammunition".

OK, just a bit more digging... do the laws also apply to 'private sales between individuals'? Seems to be a bit murky but I can't find clarity online... not yet. As far as I know, anyone selling ammunition in New York State must hold a valid Federal Firearms License or be a Registered Seller of Ammunition. A background check of ammunition buyers is supposed to take place at the time of sales, but The implementation of the check continues to be delayed while state police try to development a system for doing such checks.
When you made the leap from online purchases to private party sales you left me behind. As a firearm dealer, private party sales are not something I concern myself with. Someone one from New York will know a lot more than I do about private party sales.3 -

In the Customer Service dept it only takes one bad apple (deleted) to ruin the whole barrel for me as a customer.
I've also noticed that good people seem to die off and [deleted] just live forever.
