Is there supposed to be a photo?  What is the pistol and what parts are missing? If it is missing a firing pin...yes, it is C&R. If it is missing the complete slide assembly...no, it is not C&R. Yes, a non licensee can ship a C&R pistol directly to a Type 03 FFL by common carrier- UPS or FedEx. As always,  only FFL dealers or manufacturers may use the US mail for handguns.

And, UPS & Fedex tariffs require that handguns be shipped "Next Day Air", which is fairly expensive.

I'v had 2 Hartford's over the years. Both had the cracked frame, through the safety cut-out. On the left rear of the frame. As yours does.

This wasn't corrected,  until the mid 1930's. When High Standard, (who bought out Hartford, during the Depression).  Brought out, their revised Model B.

Hartford's haven't been made for 90 years. Your parts gun might have value, to someone trying to put together a Hartford basket case. Because of the intrinsic problem, of the frames cracking through the safety cutout. Hartford's shouldn't be shot.
