Questions about Selling

1) Is there a way to block all bidders without feedback? Out of selling 4 handguns, I had 2 non-paying bidders. Very frustrating.
2) Is there a way to reach out to the second highest bidder to allow them the option of buying?
I have relisted the 2 guns but the top bidder is a new member, again, with zero feedback. I'm worried this will end up the same way.
