an agency acting within its sphere of delegated authority can of course flunk the test of "reasoned dicisionmaking". {justice Elena Kagan in the Little Sisters of the Poor decision} does that mean that if you make the right decision but think about it in the wrong way that makes your decision wrong.

There is no reason to believe that sitting members of the Supreme Court are any smarter or have any deeper insight into the Constitution than do any of us. Their qualifications consist primarily of studying how people have manipulated and twisted it for 230 years.0
