    IMO, selective laws ensconce the nature of privilege and and further diminish the concept of rights.
    This one seems to only address the elimination of an application fee for vets.  If the state of WV wants to throw veterans a bone it is their choice, but it is meaningless in the short term and potentially dangerous in the long term in the context of the individual liberty codified by the 2nd Amendment.

    Ideally, there should be no permit required, but this is good news.
