Does this proof mean that the pistol was made before 1892?

I have seen the proof with the 'DOT' and without the 'DOT'

  Here is a reasonable list of European proof marks

  One of the explanations is that the oval 'ELG' over the star is a British proof of manufacturing in Liege.
  

  I have not seen any discrimination between having the dot and without a dot.

  In the "Standard Directory of Proof Marks", by Wirnsberger. Notes that the cutoff date for this proof. To be used for smokeless powder firearms, is July 1893. After that date, they had this proof with the crown added to it. Black Powder firearms could still use the proof without the crown. 
  
  If the pistol was specifically made, and proved for black powder usage. Even if it was made, after 1893. It would have the basic proof shown in your post. Without the crown.
  
  There is no reference to the "dot", between the letters, "L & G".
