Shill bids?

I'm new to the site. I would like opinions on the following scenarios that happened to me.  After placing several fair bid amounts, I was outbid (by $5.00)  only to have the items not sell, but relisted. This was a no reserve offer. The person who outbid me ( by $5.00) has bid on several other items from the same seller.  Those items also don't sell, but are relisted.  In other auctions I have participated in, the seller would come back to the next highest bidder and a deal would often result.

  If you know that, although I'm unsure how you would, contact Customer Service and let them know about it.
