So can anyone tell me why

    One of the reasons is that because they are "pistols" a $5 butt stock cannot be used to manufacture one. In most cases the pistols are assembled using "pistol braces" produced by private companies who have designs approved by the BATF. An inexpensive Shockwave brace retails for around $50, but even if a manufacturer buys a truckload of them, that cost must still be factored into the price. The popular SBX brace retails for close to $120, and a sophisticated brace from (say) Maxim Defense costs three times that amount. Once again someone has to pay for it. 

    Although it is possible to build a pistol with only a receiver extension (AKA buffer tube), those designs are not nearly as popular as the braces.
