They were used often in conjunction with the prisoner being cuffed in front, and the officer would hold the T handle and lead the prisoner. 0 -
There was a pair in the MAX unit when I started at the prison back 40 some odd years.
But we never cuffed in front. The closest to in front would be the belly chain.0 -

Back when I first started some of the "old school guys" still carried them. Woe be the rookie that challenged them saying they couldn't use one on them! Those "old school guys" would teach a lesson real fast...then walk away laughing. They'd take the fight right out of any opponent. 3 -
