The corner post was set wrong.  Since it's a pipe rail fence they just welded the corner in the right place and let the post support from off the corner rather than reset the post.  Or perhaps there is something in the ground that required the post be set where it is, electric, water, gas lines for example.

I never knew the story. The same picture is in our hall between the bathroom and guest bedroom. Thank you toad67.

In my opinion, it's a far deeper picture than face value, and it was intended as such.  The picture speaks of missed hopes and dreams.  The large Linden tree is the focal point (initially) to the viewer, but the fence is the real message.  The photographer took a picture of a 'near' idyllic situation in a bronze tone (which evokes emotion), and they hoped the eye of the viewer would go from the tree to the fence post...which doesn't fit.
It's a classic picture, and I'd love to have a copy of it.  I love pictures like this.  (pictures which make you ask a question which can never be answered).  The Mona Lisa comes to mind.
Agree, it definitely "evokes emotion" as you mention, but IMO, only if you know the history of the picture. I had no idea that there was a history to it, and thought that it was just another picture that the wife liked. Just a coincidence that I even mentioned it to her since she is a picture gal, and I'm the kind of guy who would notice that sort of thing...
