I am really hoping to use their own “stimulus” money to pay my taxes, but expecting I won’t qualify for the stimulus aid.

I think you meant July to PAY. You still have to file by the 15th but don't have to pay until later.

They also extended the filing date until July 15th.

Just federal. Have not heard what states are doing but checked my state tax website and they said they will follow federal but no official word yet at the state level.
