kalifornia PROPOSED bill would give cash payments to those meth heads who stay clean.....oh yeah, raise your hand and swear while crossing fingers behind their back....will kansas give me cash if i swear never to rob a bank ??????????   or drive over 65mph????......new job opportunities being a meth testor with yer magic wand....why not pass out large quantities free to them and that should reduce the numbers rather quickly....simple economical solution using captured  meth
