Some kind of tool?? Looks like a 1/2" or 3/4" drive like a ratchet would fit.

Most likely from an old case tractor . Looks kind of like a cultivator operating rod guide .

All I could find, there was reference to a Centennial plow?, and a new part # was WA6027-S. I would guess the square cut holes were for the head of a stovebolt.

Warn winch cable guide for angled or reverse pulling or a PTO accessory

I wonder if it is half of a two part coupling or clamp with square head stove bolts on this half. The circular shape on the back looks close to common PTO shaft diameter.

I can't help you with the part, but I do recognize the ruler.  It's an old one.  That 702 telephone prefix changed a long time ago!

If you find out what it's called besides "bracket" and what it's for, I'd sure like to know. It perked my interest when I saw the pic, because I think I have it's twin in a coffee can on the ranch in ID. I remembered it because to my knowledge, there's never been any kind of Case equipment on the ranch, and the the ranch has been there for more than 140 years. There's horse drawn stuff there that was made long before tractors were invented.
