Looks more like a tool to hold round things for use at manual buffing or at a grinder station. Could be an lock ring type compressor to install or remove a ring.

We use them at work. Attached to a long pole they are used to remove light bulbs from high places . They fit over the bulb then you can remove or install it.

It looks a lot like my adjustable collet for my drill bit sharpener. Turn it to resize for different diameter bits.Joe
