If it is not capable of firing a bullet, must it ship to an FFL?

  It is a cut away so it is still a firearm unless it has been DEMILed. I don't read anything in the listing which claims that it has been deactivated to the point of being incapable of chambering and firing a live round. It looks like a complete firearm, and just because a firearm does not appear to be "safe" to  fire, doesn't mean that it is not capable of firing.

  I am going to say yes. Frame looks like it could be used to assemble a working firearm with a new top.

  Serial number is on the frame. That gun could have another slide installed.
