  Looks a lot like a Marlin factory base for their 22s.

  That looks like some variant of an AK style side mount. US factory mounts have an angled edge for Weaver type rings, that one looks squared off for combloc QD mounts. If I had to guess on the A in a triangle, I'd say Chinese, they like that triangle.
