HELP!! What is this "holder" on a competition belt for???

This is on a CR Speed Competition belt I need to list but I don't know what it's for. The belt has a CR Speed WSM2 revolver holster speed loader holders so set up for a wheel gun. Are the four metal rods some kind of three gun thing??
