Does anyone know what this tool is?

I know this isn't a gun part but does anyone know what this tool is and what it is used for? It has no markings on it anywhere. I came across it in my tools and for the life of me I cannot figure out what it is. Any help would be appreciated. Thanks!!

Used to remove damaged rings from fingers. I don't remember what they are called.
Usually in a emergency room or Drs office.

Well you might be able to get more if you had the tool and knew someone with a stuck ring.

Geri---you nailed it. The low prices on these are a shock to us also. Quite sure priceless though if you had a ring pinched on.
We thought some sort of leather tool all along but no luck on that. Thanks everyone for solving.

We carry them in the ambulance.
For < $7, expect something mostly zinc made in China.

I have used this tool twice when I was working in the emergency room
Both bad cases, but neither lost the finger. That was the good part.
