This happens every so often. I remember another one happen in the mountains west of El Centro Ca when I was returning to San Diego after a Murphy's Gun Show. Traffic was delayed several hours while the authorities cleaned up the mess. At that time there was a problem with those guys driving the wrong way on the freeway. That problem seems less now but a wrong way driver happened to me again last year.
