There is no way to contact the next highest bidder.
Unless the next highest bidder happens to have items for sale, then you could potentially get ahold of the person through one of their auctions.

It irritates the heck out of me too. There's even a term for that, it's called "keyword spamming". I also just click the back button, as a seller like that has nothing to sell me.
