Extended user verification questions

I am having a problem with the extended user verification. I run through the process, accept the fee and tell it to validate and I keep getting a message saying "There is a problem, please try again later". This has been going on for a couple of weeks. I have been able to validate my bank accounts. My questions are, does the verification use a credit reporting agency? problem for me, I have my reports locked.
