  So, it created the Percentage of Income Payment Program. The program requires Appalachian and Dominion to cap the bills of their low-income customers. “

  Nothing new, take a look at your phone, gas, cable, and all utility bills and check out the "Federal" funds and fees.

  Obama phones have been paid for by people who actually work and pay phone bills since 2009.
