State trooper accused of hitting, flipping pregnant woman's SUV in botched traffic stop

A terrifying scene was captured on video in Arkansas where a state trooper deliberately bumped a pregnant woman's car, causing it to hit the median and flip over.
The officer said he performed the approved maneuver because the driver was speeding and didn't pull over. The driver, Janice Harper, said it was not safe to stop, CBS News' Jericka Duncan reports.
The video is now evidence in a lawsuit.
Harper was on her way home from the movies last July when Arkansas State Trooper Rodney Dunn tried to pull her over for going too fast.
Video from Dunn's dash camera shows within seconds of turning on his overhead lights, Harper moves into the right lane, slows down and turns on her hazards while continuing to drive.
Dunn hits Harper's car about two minutes later.

The maneuver caused the SUV to spin on the highway, hit the inside wall and flip.
Dunn can be heard calling for EMS before pulling over and talking to Harper while helping her out of the car.
"Are you the only one in the vehicle?" Dunn asks.
"Yes, I'm pregnant," Harper replies to him.
Then Dunn can be heard telling her, "Well ma'am, you've got to pull over when we tell you."
Harper points out to Dunn that her flashers were on.
"It doesn't matter ma'am," he says.
Harper says, "I thought it would be safer to wait until the exit."
"No ma'am, you pull over when law enforcement stops you, OK," Dunn replies.
According to an Arkansas state driver's license guide, when being stopped by law enforcement a driver should "activate your turn signal or emergency flashers to indicate to the officer that you are seeking a safe place to stop."
A new lawsuit from Harper claims "there were no exits or shoulder for [Harper] to safely exit the highway."
In the video, Dunn tells Harper that he performed a "PIT maneuver" for "when people flee from us or don't stop."
"I wasn't fleeing," she replies.

In that 30 sec. anyone can plainly see the car is slowing and has signaled their intention to stop and what happened 30 sec. before is immaterial. He had no reason to make contact with her car. If someone fires a shot at you then drops the gun and runs away and you draw your weapon, give chase and shoot the man in the back do you think you would be charged with murder?? The threat is over and the same with the car, if there ever was a "threat". And his attitude as he was talking to the woman sucks as well. The guy is a jerk and has no business wearing a badge.

What happens BEFORE something terrible happens is ALWAYS important! Shot a man who just shot at you 30 seconds before...self defense. Plan to shoot the same man and then shoot him....1st degree murder. To say that NOTHING matters before the camera was turned on is simply CRAZY. In the end, after someone reviews the EVIDENCE then the office may be in trouble. We may also find out that it was justified AFTER facts are reviewed. Glad y'all are on here and not in a jury box somewhere😁

Except she did NOT drop the car and run off. In this non fictional situation, that car IS the deadly weapon. In your fictional story, then ya you can chase him down and arrest him because he dropped his weapon. Too many diff options to pick from when making up "what ifs". Fact is, if she would have STOPPED then he would not have done a PIT. Maybe he will be wrong when the evidence is out, but you judged the whole case in 30 seconds of video....That my friend is why large portions of America burned last year....OUTRAGE with NO FACTS. What for the facts, then decide. It's so simple a 5th grader can do it😁

Fact is, if she would have STOPPED then he would not have done a PIT.
Fact is, if either party hadn't been there at all that day he would not have done a PIT!
Fact is, if she'd have taken a different road home...he would not have done a PIT.
But that isn't what happened that day, is it??? No, it is not.
So, what's your point?? The fact is, there could be a hundred different permutations which (factually) would not have resulted in him doing a PIT.
The fact is, you don't have the facts either! In fact, you aren't even taking your own advice to wait for the facts to make a decision.

I said SEVERAL times that he may be wrong once the facts come out. The ONLY judgement I made was to say it's crazy how fast some on here judged the officer and they KNOW he is wrong and should be fired. Seems like a few on here would fit right in with another alphabet group!

Just my humble opinion on the above. Seems we get plenty of threads "locked" around here without the forum members asking for it to happen. Not everyone hovers over these forums 24-7 so it could be that someone hasn't "said their piece". There could be someone who hasn't chimed in yet, but would like to when they have the opportunity. They might even have a link to something more informational and more current than the "30 second video" (it was much longer ,than that). There's been a little feistiness, but no name calling and no real personal attacks against other forum members. These are "discussion forums", not "agreement forums", so let the topic be discussed. You'll never convince me the Win 88 is superior to the Sav 99, so should we just not talk about it?

While I am not defending the state cop, I still have questions about the incident that haven't been answered. There are 2 professions that I always treat with a healthy dose of skepticism, lawyers and the media. Since the bulk of the information has been provided by those 2 sources, I'll reserve my outrage until all information is available. Bob

And i am GLAD that I didnt change your mind. That was not the intent. I only WISH people would get all the facts BEFORE they start the witch hunt. VERY possible that this officer was wrong, but we do NOT have enough information to say 100% that he is an awful human being and should be fired! Who gave him the permission to implement the PIT? Not sure about that state, but here you have to get permission or clearance to perform such a maneuver.

From what I researched, there was NO back story. The driver was speeding and the trooper decided to stop her for it.
If anyone else has a different version, I'd sure like to hear it.
If there is a back story, it's probably about the copper having a history of prior bad behavior.

All you can find in the news now is that he is being sued. You can sue anyone nowadays for anything. His boss stood up and said exactly what was said in here by a few.....when you see blue lights pull over and stop. Since this happened a while ago, I assume they did an investigation and found the officer did nothing illegal. He is still in the force and I can find no mention of punishment or any wrongdoing.

I think I read he was fired and if his boss backed his actions he should be fired too. He had no reason to use deadly force against that woman. End of story.

Nothing transpired prior to her being pitted, other than driving too fast. If someone has something else to prove me wrong, let's see it.
Not everything has to go to court and take weeks to come to a decision of guilty or not. I know that's the desired way, but it doesn't always mean it's necessary.
In this case, she was speeding and she made a conscious decision to slow down, engage her flashers, and wait for a safer place to pull off and come to a stop.
I'm just following along with the "guilt or not" part. So, let be better understand this. He didn't do anything illegal, but he should be fired and his boss should be fired and someone mentioned right off the bat that he should go to the hot place. Now I'm confused. Should we punish people for NOT breaking the law now?!

Illegal or not, as a police officer, you have a duty and an obligation to exercise your duties in a sane and safe manner.
I never said that he or his supervisor should be fired. Others may have, but I didn't. And, I never implied that he should go to prison.
He had all the options available to him. The driver was not fleeing, nor was she driving erratically, or putting the immediate welfare of others at risk.
We all make mistakes! That's a given no one will deny. The action the trooper took was a very aggressive action, and it could have ended up so very differently. Another mile or two, she could have pulled off and stopped in a safe place.
I can't even begin to count how many times I instructed a driver (via loud speaker) to continue to keep driving and then pull off the roadway at the 1st chance someplace safe.
I agree, but several people did say he should be fired or even 1 had a worse idea for him. I just hate when people are SO fast to jump on an LEO and say he shoulda, coulda, woulda. Very few actually put their $ where their mouth is and take on that profession. I see that you did, thank you! I chose a different profession but it just rubs me raw because I have friends and family in LE and they deserve SO MUCH better. It seems that a few bad actors have put a target on ALL officers. Like I said several times, this trooper may have been in the wrong BUT I didn't see all the evidence. I assume his boss did, and they chose not to administer punishment. Once this lady sues then maybe we will get "the rest of the story." Unless the city folds and settles.
