    Heard buddies tales of seeing garbage wrapped in plastic, while offshore fishing on a charter. They said the captains always refused to go near them, because they were probably drugs and or dead bodies.

    When I lived near Cape Canaveral, it was almost a weekly news item (page four and one paragraph) about bales of marijuana washing up on the beaches. Hard stuff a bit rarer, but not uncommon. Police never even bothered to gather up broken bales of "grass" because salt water made it unusable anyway. Sealed bales and the hard stuff they would collect - but keep the finders anonymous.

    I was on the USS Ortolan in 1978 and we were temporarily stationed in Fort Lauderdale for some work. Some of the deck crew found several bales of weed that became affectionately know on board as "Seaweed".

    Since they got it for free they made a pretty tidy profit off those bales and never got caught.
