The findings of this analysis show that if a border wall stopped a small fraction of the illegal immigrants who are expected to come in the next decade, the fiscal savings from having fewer illegal immigrants in the country would be sufficient to cover the costs of the wall.
Note how the savings from preventing illegals from entering the country outpace the walls cost. We had a business man who knew profit/loss and now we have senile old fool that can't add 1+1 and get the correct answer. Bob

I don't think the zero cost thing meant we save more than we spend.
The plan used to be to raise the price of visas from countries which have a lot of people entering through our border with Mexico. The money would pay for the wall.
In effect we'd be charging the societies who don't deal with their own poor but send them here.

It was both. Spend the money now to build the wall which will slow down the hemorrhaging of money for welfare, medical, extra law enforcement and other costs associated with illegals. Stop flooding the market with low cost labor and slow the underground economy that pays little or no taxes. Raise the cost and requirements for visas and enforce the visa time limits.
A one time payment to build the wall and slow down illegal immigration will save a ton of money every year. Or we can continue to have perpetually increasing costs every year ad infinitum. Bob
