The moratorium on assassination?
If I remember correctly there was a moratorium on assassination of foreign heads of state put in place by Jimmy Carter. Do we really believe that if we swear off killing heads of state that all other nations will or have done the same?
Why don't we do away with this bit of silliness and fly a Tomahawk through Vlad's bedroom window tonight? The guy is an obvious danger to world stability and his elimination would likely send a message to other would be bad actors.
