Who makes a good plate carrier?
And what should I look for?

Do you want it to be "concealable" or not?
If not then I would look for one that is comfortable and does what you want it to. Level IIIa would be what I would want.
These guys have good stuff. I have a Testudo with ceramic plates and soft sides in OD. If you have the money I would go with poly plates, they are lighter and have neutral buoyancy and can take multiple hits.

I have an AR500 with steel plates 'cause that's what I could afford. I like it but the plates are heavy. I need to upgrade to lighter plates. I got it way back when AR500 had some really good deals going.
