The best thing we can do for the third world is to continue to be prosperous.
It is American Capitalism and the use of fossil fuels that propelled the entire planet in the second half of the 20th Century, bringing billions of people out of abject poverty and raising the standard of living in all countries around the globe.
The benefits of prosperity far outweigh the potential and non-confirmed problems created by greenhouse gasses.

We send them money and the despots/dictators steal it. We send them food and the local 'warlords' steal it. We send them medical help and the population explodes because they're healthier.
There is no solution other than letting nature take it's course. Sickness and famine are the tools of nature.
