Looks like the lifter from a pump action shotgun. The spring loaded part would be on the bottom, you feed a shell past it into the tube magazine then it moves down to hold the shell in the tube. When working the pump the lifter pivots down and a shell is pushed back onto the curved portion. Pushing the pump forward the lifter is pivoted upward and the shell pushed into the chamber.
