Is this guy right about shipping?
I was reading an article about shipping firearms on a website that does a lot of comparison tests and those 'best of' lists. The author of the article made this statement:
You can ship a firearm to a person in another state only if you ship through an FFL to an FFL holder in the destination state
Now, I'm the first to say I don't know everything but I always thought an unlicensed individual (like me) could ship rifles & shotguns to an FFL in any state. I base my thought on the ATF documentation that very clearly says "An unlicensed individual may transfer firearms directly to FFLs operating in any State." š

Yes, you are correct. However, MANY FFLs REFUSE to accept shipments from non FFLs.

You would be correct. I never had a problem in doing so.

I left a comment on that article telling the author that if he can't be bothered to look at the actual rules, he shouldn't be writing about rules. Misinformation gets people in trouble.

While you are correct, and you can legally ship to a smith or dealer, FFL can, and do make their own rules, just as the Drifter stated. Some also do not play well with C&R licenses, for a variety of reasons.

In addition, there is one circumstance where Federal law permits a firearm to be shipped by a NON-FFL to a NON-FFL across a state line legally. US Code 18.922 C (3)
"except that this paragraph (A) shall not preclude any person who lawfully acquires aĀ firearmĀ by bequest or intestate succession in aĀ StateĀ other than hisĀ StateĀ of residence from transporting theĀ firearmĀ into or receiving it in thatĀ State,Ā if it is lawful for such person to purchase or possess suchĀ firearmĀ in thatĀ State,Ā "
That means the Executor of an estate can ship an inherited firearm if it is a legal firearm in the destination state. FFL not required.

This place and industry has lots of fudds that like to add their own rules. Makes everything more difficult
