Question For Type 07/SOT Dealers

Is there a handbook, or a tutorial, or a video, to help explain the ins and outs of such a license?

ATF guy sent me some links to applicable Federal law, and it's all in legalese, and I'd prefer plain English. He also told me that the 10%/11% Federal Excise Tax on manufactured firearms is paid to the State of Texas. (??????)

I did find an exception that states no tax is due unless you build and sell more than 50 firearms in a calendar year?

If there isn't a handbook, video, Q&A, or flowchart, someone could make good money by creating one.
