Mandela effect
People mass remembering things being different from how they **actually** are is known as the Mandela Effect, which gets its name from the fact there are many, many people who remember Nelson Mandela dying in prison back in the 1980's.

Joe Biden definitely suffers from it.
As far as the quote I don't know but I thought it was from Hitchhikers guide to the galaxy. But I think I am wrong.
